No my friend… They mean ALL links. You can get infected by seeing ads on a webpage no matter how legitamate, and using hacks you can make a link look like another address than what its going to.
The ONLY safe way is to directly or through a reputable well known search engine, go to a site.

they mean unknown links. like my friends on msn sends my links that i know are bull because of the name of the link
All the anti virus software in the world won’t guard against a well crafted phishing scam. Shortened URL’s are one of the big problems.
